Important Message
The Home Energy Assistance Winter Crisis Program provides a one-time benefit to eligible Harrison, Carroll and Tuscarawas County residents with heating assistance during the winter months. The program runs from November 1st, 2024 through March 31st, 2025 or until funds are depleted, whichever one comes first.
Who is eligible for the Winter Crisis Program?
Households must have a gross income at or below 175% poverty guideline to qualify for assistance and must meet at least one additional eligibility criteria listed below:
- A household member's electric utility has a disconnect notice, has been shut off, or new electric service is being established for the household.
- A household member who is enrolling in the Percentage of Income Payment Plan Plus (PIPP) are eligible for assistance towards their default PIPP payment, or first PIPP payment.

- Proof of U.S. Citizenship for all household members.
- Birth Certificates or Social Security Cards
- Most recent gas and electric bills.
- Previous 30 days or 12 months of income
